The state of Georgia has introduced the ‘Solar for All’ program, an initiative designed to provide free solar panels to low-income homeowners as part of a broader effort to promote clean energy and reduce electricity costs. The program, announced on Monday, will accept applications until September 7, with aspirations to assist 16,000 Georgians in lowering their electricity bills.

Funded by a $156 million federal grant from the Environmental Protection Agency (EPA) awarded in 2024, the initiative is part of a larger $7 billion effort to enhance solar energy access across the United States, initiated under former President Joe Biden’s administration. This grant aims to support projects that increase renewable energy usage, particularly among underserved communities.

The program will be administered by the nonprofit Capital Good Fund, which is collaborating with cities such as Atlanta, Savannah, and Decatur, along with various other nonprofits and businesses. Homeowners qualifying for the program must earn an income at or below 80% of their county’s Area Median Income or live in census tracts with high pollution exposure. Approximately 450 homeowners will be chosen through a randomized drawing in this application cycle, with an additional 450 selected in the spring of 2026.

The selected participants will receive a fully prepaid residential solar system, which could significantly reduce their electricity expenses by 50% to 70%. For many low-income households, the upfront costs for solar panel installations, which can exceed $10,000, are a major barrier to accessing solar energy. Feedback from participants in the pilot program has been overwhelmingly positive, with one participant reporting that her energy bills decreased to under $20, an 86% reduction compared to prior costs.

Despite the program’s promising outlook, concerns have been raised regarding the stability of federal funding. Following indications from the Trump administration that funding could be revoked for similar energy programs, the EPA is ensuring that the congressional intent for clean energy support is upheld. The Trump administration had previously enacted policies that rolled back federal solar incentives, including provisions within the recently passed “One Big Beautiful Bill”.

Currently, the Georgia BRIGHT program directors assert that until any formal action is taken to revoke the funding, the program will continue to be available to eligible families. Following the opening of the application portal, nearly 500 families registered within the first 24 hours, demonstrating a strong demand for the resources offered by the program.

In response to the Trump administration’s funding threats, legal actions are being considered by various advocacy groups, labeling the potential cuts as unlawful. The organizers of the ‘Solar for All’ initiative emphasize their commitment to providing equitable access to solar energy, ensuring that residents across both urban and rural areas can benefit, regardless of their background or level of information regarding solar technology.
