The “Standard” option typically yielded refunds ranging from $2,000 to $9,000, while the “I’m Not Scared” option promised refunds of between $14,000 to $30,000. Under the “I’m Not Scared” option, clients were falsely led to believe they qualified for fuel tax credits, and claims were inaccurately reported regarding gross income and expenses. The “Standard” option also involved false claims related to sick and family leave credits among other fraudulent items.

In addition to his fraudulent activities, Brown did not provide clients with copies of the tax returns he prepared, nor did he review the returns with clients prior to electronically submitting them. This lack of transparency compounded the fraudulent nature of his operations.
