The Promise program allows up to 50% of any unused funds from one academic year to be carried over to the next year, a provision designed to maintain the program’s viability. If the number of applications surpasses the available funding, priority will be assigned to families earning less than four times the federal poverty level, approximately $100,000 for a family of three. In the event of oversubscription, a lottery will be employed to select additional recipients.
Importantly, certain schools are excluded from eligibility, including charter schools and institutions serving only pre-K through second grades, along with state schools for the blind and deaf.
